What is meant by the term ‘infrastructure bottlenecks’?

Such as this:
“Drought, robust import demand, and a strong currency have pushed the trade deficit up in recent years, while infrastructure bottlenecks and a tight labor market are constraining growth in export volumes and stoking inflation. Australia’s budget has been in surplus since 2002 due to strong revenue growth. ”

So…what are some examples of this?

shortages of electric power, of port facilities, of roads and of telecommunication, air and other transport facilities are examples of infrstructure bottlenecks. Lack of institutional infrastructure means lack of proper legal systems, law enforcement, dispute resolution, proper swerage systems, etc.
